PROTECT AND PROMOTE GOOD JOBS

The New York State AFL-CIO, representing 2.5 million union workers and their families as well as our retirees and their families, supports the above-referenced legislation.
Current law requires state contractors to submit annual employment reports that outline total number of employees, total hours worked and total pay. This bill would amend the Finance Law to require state contractors to disclose the average weekly wage of employees in each employment category as well. The legislation also provides for posting of reports that are already public record on the state procurement council website.
The state continues to shrink the public sector workforce – in the process, eliminating good middle class jobs. At the same time contractors are being hired to perform public work. The state should not be eliminating family-sustaining jobs while doing business with employers that pay poverty wages. This legislation is necessary to assess whether state contractors are paying employees fairly.
Therefore, this Federation urges this bill be passed.
