CONTRACT FAIRNESS FOR POWER AUTHORITY WORKERS

The New York State AFL-CIO, representing 2.5 million union workers and their families, as well as our retirees and their families supports the above-referenced legislation.
This bill would amend the Civil Service Law by requiring the New York Power Authority (NYPA) to submit contract negotiation disputes to binding arbitration. The existing system is unquestionably broken; and NYPA uses it to its benefit by dragging out negotiations and thereby freezing wages.
If the current, prolonged system can be transformed into a rational process ending in binding arbitration, similar to what occurs with the Metropolitan Transportation Authority, it would greatly improve NYPA’s relationship with its employees and thus improve morale and productivity. Considering NYPA funds countless grants and economic development projects in the private sector, it should also be able to fund the funding for timely contract for its own employees.
Therefore, this Federation urges this bill be passed.
