The New York State AFL-CIO, representing 2.5 million union workers and their families as well as our retirees and their family strongly supports the above referenced legislation.

This bill would require utility companies and their contractors to use competent workers, with appropriate safety training and to pay the prevailing wage on natural gas transmission and distribution projects where a permit to use or open a street is required to be issued.

Excavation work on and around natural gas transmission lines is dangerous work and poses hazards for workers and the general public in the vicinity of the work.  The use of appropriately trained and experienced workers on these projects is critical to minimize the number of injuries and fatalities at the worksite.  It also ensures quality workmanship to protect the public safety.

Requiring OSHA safety training in addition to the training required by the utilities doing the work and requiring prevailing wages will ensure the best equipped, trained and experienced workforce is utilized in this critical work. It will also promote the hiring of local workers.

Therefore, this Federation urges this bill be passed.
