The New York State AFL-CIO, representing 2.5 million union workers and their families as well as our retirees and their families, supports the above-referenced legislation.
This legislation would establish a special commission on compensation for state employees designated as managerial or confidential. The commission would examine, evaluate and make recommendations with respect to adequate levels of compensation and benefits for management and confidential employees.
Management and confidential employees in New York State unfortunately have become pawns in the budgetary morass of New York State politics. This problem was exacerbated by the administrative withholding of legislatively-mandated pay increases in 2009 and 2010. Now, the State faces great challenges in retaining and recruiting for management and confidential positions.
These employees and their families should be afforded the dignity and respect that comes with not having to worry whether promised and planned raises will take effect.
This bill represents a first step toward fair pay and benefits for management and confidential employees.
Therefore, this Federation urges this bill be passed.
