SAFE STAFFING FOR QUALITY CARE ACT

This bill amends the Public Health Law to establish the Safe Staffing for Quality Care Act. This bill would apply to both hospitals and nursing homes.
The New York State AFL-CIO, representing 2.5 million union members and their families as well as our retirees and their families, strongly supports the above captioned bill. This bill is a product of the Federation’s affiliates which together represent over 75,000 nurses; it is a program bill of the New York State AFL-CIO.
This bill directs the Commissioner of Health to develop standards for safe staffing for nurses and other direct care health employees. The bill establishes minimum staffing ratios for certain types of hospital units and nursing homes, based on patient needs.
Ensuring that adequate levels of staff are assigned to various units and shifts will improve patient care and employee performance. This bill goes to the heart of the issue of quality care in our hospitals. This bill will not only protect workers and create a safer workplace environment, but it will also greatly increase patient safety and the quality of health care in our state.
Therefore, this Federation urges that this bill be passed.
