Statement of New York State AFL-CIO President Mario Cilento on New Payroll Card Regulations “The New York State AFL-CIO raised concerns about prepaid payroll cards years ago as workers were increasingly being paid with the debit cards. The paychecks, particularly of low-wage workers were being severely cut by fees and other concealed costs. Now, with these new rules in place, which provide workers with the strongest protections in the country, we can be assured workers' rights and their hard earned wages are protected. "We thank the Governor for his leadership on this important safety measure and for standing up for the hard working men and women of this state.”
